The Presidential Anti-Graft Commission (PAGC) has insisted its action to file administrative charges against Justice Secretary-on-leave Hernando Perez was its own initiative and not on Malacanang's orders.

"No one has told us about what to do with regards to Mr. Perez," PAGC chair Dario Rama said yesterday.

He explained his office found prima facie evidence to cite Mr. Perez for possible obstruction of justice and withdrawing public information.
