THE Chief Constable today admitted there was a shortage of staff "at the frontline" to provide policing cover across Northern Ireland.

The admission came as a detailed action plan to tackle the province's policing crisis was being unveiled by Hugh Orde.

The Policing Board was meeting to consider his wide-ranging raft of proposals, including new recruitment for the part-time reserve and a drive against high sickness levels.
