BEFORE CONGRESS goes on its Christmas recess, the House of Representatives will have to vote whether to affirm or overturn the decision of the committee on justice to dismiss the impeachment complaint against Election Commissioner Luzviminda Tancangco. If the House postpones its decision until next year there is the danger that it may be influenced by political developments in the runup to 2004.

The House committee on justice, in a referendum last month, dismissed the impeachment complaint. Thirty-six members voted to dismiss the complaint for lack of substance, while 16 voted in favor. Four abstained.
