IN HIS ARTICLE "The Dangers of Harm Minimisation (Quadrant, May 2002), Joe Santamaria argues against what is called the Harm Minimisation Policy and argues in support of the Harm Prevention Policy which he and his colleagues espouse. I would like here to pursue what I think is a more fundamental question, and that is the question of whether addiction is harmful in itself.
