A controversial reclamation plan that will dramatically alter the Wan Chai waterfront was given the green light by the Town Planning Board yesterday.

"The plan will help realise our vision of building an attractive and fragrant harbour. It will also bring the harbour to the people and people to the harbour," said a spokesman for the board.

But it immediately faced a threat of court action from a conservationist who claimed that it would breach harbour protection laws.
