The presidential election in 2000 was one of the closest races ever. A few hundred ballots in one state--Florida--threw the election to George W. Bush.
Many people believe that voting in federal, state, and local elections in the duty of citizens in a democracy. But 100 million Americans--49 percent of those eligible to vote--did not make their voices heard in November 2000.
