The controversial Prostitution Reform Bill is set to spark hot debate in Parliament early next year.

Yesterday, the justice and electoral select committee released its report on Christchurch Central Labour MP Tim Barnett's bill.

Two years of scrutiny has left the major elements of the bill intact.

It still focuses on introducing safe sex requirements to the industry, but moves to place more emphasis on the client's responsibilities.

The select committee backed the strengthening of laws against coercion of prostitutes, raising penalties, and reducing defences available …
