Two U.S. sailors inspecting a ship suspected of smuggling Iraqi oil drowned Nov. 18 when the vessel sank. Their deaths were the first U.S. fatalities since the Navy, began conducting "maritime intercept operations" in the Persian Gulf more than 11 years ago. The operations are designed to prevent Iraq from smuggling illegal cargo out of its country, prohibited by UN sanctions.
