Tokyo, 30 October: North Korea's nuclear weapons programme should be central in ongoing normalization talks between Japan and North Korea, a government spokesman said Wednesday [30 October].

"It is naturally a theme our country has to negotiate (with North Korea) as a security issue," Chief Cabinet Secretary Yasuo Fukuda said at a news conference.
