In his videotape message cited above, recorded several weeks after the September 11th attacks, Osama bin Laden was obviously pleased over the expectation that the terrorist acts would provoke the U.S. government to implement repressive measures. He was hopeful that the repression would progress to full-blown totalitarianism, making America "an unbearable hell."
