IN EARLIER columns, I criticized the recall of local officials through a mere resolution of the so-called Preparatory Recall Assembly (PRA), which is composed of barangay officials. Under the PRA, a score of highly partisan barangay officials can overturn the wishes of tens of thousands of voters who elected the sitting mayor. The barangay officials can easily be bought and manipulated by enemies of the mayor. In fact, that was what the supporters of Puerto Princesa Mayor Dennis Socrates claim. The PRA that instituted the recall of the mayor, they say, was manipulated by former Mayor Edward Hagedorn-a charge which the latter of course denies.
