Afghan Finance Minister Dr Ashraf GhaniAhmadzai has said his ministry has been entirely computerised and will soon be able to process all transactions on the same day. He said that to date there was a budget shortfall of only 166m dollars.He said donors increasingly trusted Afghanistan's transparent accounting system. However, he said, Afghanistan had no idea how 750m dollars allocated through the UN and NGOs had been spent. The following is the text of a report by the Afghan news agency Bakhtar
