Big government made a resounding return to Washington this summer as the White House unveiled a mammoth proposal to create a new Department of Homeland Security (DHS) to protect the nation from terrorist attacks. In what would be the largest reorganization of government in over 50 years, the White House plan calls for the creation of a new Cabinet-level department, pulling together over 200,000 government employees from 22 different existing agencies with a budget of $37.5 billion.
The Brookings Institution's report, Assessing the Department of Homeland Security, says that creating a DHS is a good idea but questions the wisdom of merging "too many different activities into a single department, including many that have little day-to-day connection with one another."
The authors of the report favor the creation of a smaller, more focused DHS, one that would incorporate fewer employees and agencies and concentrate on only those "areas where major organizational reform is clearly desirable and possible" Under the ...
