CONGRESSMEN are the most confused people in the Philippines-and never more so than in the case of one of their own, Rep. Mark Jimenez. They say that the Supreme Court decision cancelling his bail is a violation of his basic rights under the Constitution. But it is the congressmen themselves who have been violating the Constitution with impunity for years.
