The Northeast Asia Cooperation Dialogue (NEACD), a non-governmental regional security forum, will be held Oct. 2-4 in Moscow, with the participation of the Koreas, Japan, China, Russia and the United States.
This year's meeting, the 13th of its kind, is drawing particular attention as North Korea is set to dispatch its first delegation to the plenary session of the regional forum since it participated in the forum's preparatory talks in 1993.
The six-party talks will focus on the security situation on the Korean peninsula, including the landmark trip by Japanese Prime Minister Junichiro Koizumi to North Korea earlier this month, the North's economic reform measures, and the project to link the Trans-Korean Railroad (TKR) with the Trans-Siberian Railroad (TSR).
