In the last two years there have been many cases of people illegally detained at the Chieftaincy of Military Intelligence dying in detention, and some allegedly being tortured.
The last six months have been particularly bad. CMI have denied several of the cases, lowering the number of people killed or tortured by its operatives significantly. But that does not solve the problem. What is troubling is that today, CMI is being linked to more tortures and illegal detentions than it was a year ago. A year ago it was being accused of running the notorious safe houses and torturing to death more people than it had in early 2000.
Four years ago, CMI hardly ever appeared in newspapers in connection with illegal detention and torture of soldiers. In 1994, neither Internal Security Organisation, CMI nor any organisation was running riot detaining and killing people. The short of it is that the trend has changed dramatically for the worse.
The second troubling trend is that the irregular forces that were not established by an act of Parliament are more than the formal ones like ISO and ESO - and these irregular forces seem to have more power. A kind of rule ...
