Detentions by the Chieftaincy of Military Intelligence (CMI) are illegal, the Chairperson of Uganda Human Rights Commission Margaret Ssekaggya said yesterday.
Ssekaggya condemned the recent killing of criminal suspects in Kampala.
She advised the deputy Director of CMI Col. Elly Kayanja to refer the suspects to court.
"In case they are armed, Police is entitled to defend itself. What's not acceptable is for people to be killed in cold blood," she said.
Ssekaggya, who was appearing before the Parliamentary Committee on Legal and Parliamentary Affairs, said people no longer report to the UHRC about the existence of safe houses.
