Internal dissent and rivalry within Western Cape police is responsible for rising disillusionment and frustration in the ranks, and the weakening of the law in the face of mounting criminal threats, say analysts.
One said: "The focus of senior police in the Western Cape is on internal conflict. That's the focus. It's not on the criminals."
They said senior officers were devoting more attention to unravelling conspiracy theories and plots by rivals than figuring out how to stop criminals.
This was the conclusion of a range of individuals who are involved either in studying the police or working with the police, or who have served in senior posts in the service.
But they don't want to be named.
