Supreme Court Associate Justice Artemio Panganiban has admitted before the American business community that the judiciary is indeed beset by corruption, incompetence and backlog of cases.
In his speech at the meeting of the American Chamber of Commerce of the Philippines (AmCham), Panganiban said corruption "remains to be the single most persistent problem that erodes public confidence in the courts."
