Ever wonder why poor kids from public schools have difficulty adjusting to grade one and eventually drop out?
The Department of Education will attack the problem by giving five-year-olds living in fifth- and sixth-class municipalities, urban slums and relocation areas a chance to enroll in preschools.
Classes in the preschools to be operated by private schools or nongovernment organizations under the department's preschool service contracting scheme will begin in October and end in March next year.
