Robert A. Dahl, whose new book's title asks the question "How Democratic Is the American Constitution?" (Yale; $19.95), is not a crank. He is the Sterling Professor Emeritus of Political Science at Yale, and he is about as covered with honors as a scholar can be. He is a member of the National Academy of Sciences, the American Philosophical Society, and the American Academy of Arts and Sciences; a corresponding fellow of the British Academy; a recipient of the Talcott Parsons Prize, the Woodrow Wilson Foundation Award, and the James Madison Award of the American Political Science Association, of which he is a past president.
