Departing for Tripoli, Foreign Office Minister Mike O'Brien told reporters that this diplomatic opening comes after four years of critical engagement with Libya, an engagement that has produced results." As proof of Tripoli's good faith, O'Brien noted that "Libya has signed all 12 international terrorist conventions. We are looking for it to accede to the Chemical Weapons Convention, as promised in 2001."
