A new report by Reason Public Policy Institute finds that several major cities already are proving how effective performance measures can be in improving the quality of government services. The study describes how four major city governments--Philadelphia, Phoenix, San Diego, and San Jose--have improved their customer service, effectiveness, and accountability through performance measurement.
