In a move that could divide Los Angeles into three separate cities, the Local Agency Formation Commission agreed to place two secession measures on the November 5 ballot. If a majority of voters in both the breakaway areas and citywide approve, the San Fernando Valley and Hollywood will become independent municipalities with their own city councils and services July 1, 2003. Supporters of secession applauded LAFCO's decision, claiming that the new cities will provide more efficient, responsive government. They point to financial studies showing that both a Valley City and Hollywood could thrive independently without injuring the financial well-being of Los Angeles. ...
