A EI scholar Leon Aron finds a wealth of heartening changes in the Russian legal system. Under Soviet communism, judges were low-paid servants of the Communist Party with little independence or prestige. Since the Evil Empire's dissolution in 1991, however, Russia has made great strides in setting up "a true Russian Rechtsstaat--a lawful state." Aron highlights three important reforms. First, judges are now paid well and, like American federal judges, enjoy life tenure. Second, they have gained powers of judicial review and can declare administrative acts and laws unconstitutional.
