Since the mid 1980s, the federal government has outlawed any payments for transplant organs--even from family members of sick individuals. According to Auburn University economist David Kaserman and A. H. Barnett, who teaches at the American University of Sharjah in the United Arab Emirates, this policy has been an abject failure. In 2001 alone, over 7,000 people died while waiting for organ transplants.
