In the wake of September 11, proposals for national identity cards--all-purpose identification documents--have become increasingly popular among Americans. Under many proposals, national identity cards would replace everything from immigrants' green cards to drivers' licenses. They would reduce hassles for citizens while making it easier for law enforcement officials to monitor wrongdoers. Civil libertarians, however, have raised significant concerns about the effectiveness of such a system and its ability to protect privacy rights.
