Since September 11th, we've had a lot of "Hollywood moments," as things we thought could only happen in B-grade movie fiction have become the "new reality." One such moment was the Bush administration's recent announcement that, beginning in August, a new federal program called Operation TIPS (Terrorism Information and Prevention System) will begin recruiting millions of workers, from truck drivers to utility employees, to spy on their fellow citizens and report suspicious activities to the federal government. The new network of federal informants is a part of the administration's Citizen Corps program, and will be started in 10 U.S. cities.
