Contracting parties who make calls for public tenders must do so in a manner which allows all potential bidders within the internal market of the European Union to take part in the tender. The Council of Ministers has passed an amendment bill to the Public Procurement and Tender Act (PZP). The main aim of this amendment is the continued decentralisation of the procedures by which public procurements are undertaken in order to allow financing from EU structural funds.
