Rocky Croy is a lieutenant with the Carter County, Tennessee, sheriff's office. During his 20-year law enforcement career, he has compiled an exemplary record, but recently he was charged with two counts of writing bad checks (totaling less than $40) at a supermarket in Washington County.
Lt. Croy promptly covered the checks, claiming that they had been written on an account that he and his wife had closed when they thought all checks had cleared. Nevertheless, he was required to appear in court to have his case heard and adjudicated. If convicted, he faced, among other penalties, loss of his job.
On June 4th, attired in civilian clothes, he was waiting in the courtroom gallery for Washington County Criminal Court Judge Lynn Brown to hear his case. Also scheduled to appear before Judge Brown that day was 20-year-old Jerry Ray Oaks, a prisoner facing charges of aggravated burglary, ...
