: The Central Ground Water Authority's (CGWA) delay in issuing a fresh notification on the deadline for installing rainwater harvesting structures has created confusion among people. The deadline for installing the systems in buildings, having a plot area of over 100 square metres in south and southwest Delhi, expired on March 31, 2002.
The idea of a deadline was to ensure some structures come up before monsoon so that depleting ground water levels could be recharged. But though rains have started lashing the city and monsoon is predicted to arrive on June 29, CGWA is yet to make its stand clear.
"There are some people who have understood the importance of harvesting rainwater. But there are also a large number of people who have been thinking of getting the systems installed to beat the deadline and escape the punishment of having the ground water extraction machines sealed," said Eklavya Prasad of the Centre for Science and Environment's natural resource unit.
"In the absence of any new notice, if people feel harvesting is not mandatory then why would they spend money on it," Prasad said. Had the ...
