HANOI, July 1 Asia Pulse - The Ministry of Planning and Investment (MPI) has urged the government to further attract foreign investment by putting in place appropriate measures.
It called for practical measures to accelerate new investments and enhance existing ones.
In a recent report, it has made the following suggestions to the Government: hasten implementation of the one-price mechanism; reduce communication costs and scrap unnecessary fees to reduce operational costs for investors.
It urged the authorities to facilitate transfer of land to private tenants, grant land-use certificates to businesses that have paid rents and amend land and land-use regulations to remove obstacles to FDI, especially in this sector.
The ministry also urged decisive State action for putting land involved in stalled projects to new and effective use.
It exhorted local authorities to speed up the land clearance process to facilitate ongoing projects.
The MPI called for changes to certain provisions of government Decree 24/CP as well as the early equitisation of some foreign-invested enterprises. The aim, it said, is to enable the FDI sector to expand its business scope significantly.
