Economic development has evolved into an important activity for state and local governments. Understanding the various methods of financing these efforts can help governments maximize private investment in their communities.

Economic development as a government activity may be defined as the effort to encourage private investment in a particular jurisdiction for the purposes of generating or retaining jobs, expanding the tax base, and increasing the general level of economic well-being.
