A. From 1990 to 2001, the proportion of Americans telling Gallup interviewers that abortion should be legal under any circumstances fell from 31 to 26 percent. Those stating it should be legal only under certain circumstances rose slightly from 53 to 56 percent. And respondents saying abortion should be illegal in all circumstances moved from 12 to 17 percent. The actual number of abortions carried out fell about 15 percent during the decade.
