ITEM: "After a day of heated protests," reported the Philadelphia Inquirer for April 18th, "Philadelphia's School Reform Commission decided ... to hand over 42 of the district's low-performing schools to seven outside managers.... The commission moves brought scorn from some parents, students, and community activists. And it just confused others, including Mayor [John] Street. 'I don't think there's anybody who really understands how these schools will work,' said Street...."
The Philadelphia Federation of Teachers, continued the Inquirer, "blasted the commission 's decision to use outside managers. 'I don 't believe that we can afford to experiment with one child,' said Jerry Jordan, the union's vice president."
