Thai cement giant Siam Cement Plc (SCC) plans to issue 1.5 billion baht worth of debentures to refinance an earlier tranche of debentures due in September, Manager Daily said on January 31, 2002.

SCC President Chumpol NaLamliang said the company is studying the direction of interest rates, terms of debentures and market demand.
