ALL THE PARROTS in the Canberra press gallery petshop subsequent to the 10th November election were squawking about the need for the government to have a third-term agenda. But why? It is clear enough where the hacks are coming from--they have to have something to talk about, and the supposed lack of an agenda is one way of glossing over the fact that almost universally they got both the issues and the result of the election wrong. But why does the government need an agenda?
