The Council on Foreign Relations (CFR) publishes an annual report containing a detailed financial statement and membership roster. However, in keeping with its longstanding policy, the Council conducts its most important business secretly.

Treasury Secretary Paul H. O'Neill recently became embroiled in controversy after a CFR member violated the organization's confidentiality policy. The March 15th New York Times reported that O'Neill criticized President Bush's decision to impose tariffs on imported steel in "off-the-record comments after a dinner speech at the Council on Foreign Relations in New York Among the more than 200 people attending were "members of the staff of The New York Times who are also members of the Council on Foreign Relations," noted the report, hastening to add: "But this article is based on information obtained independently."
