Despite overwhelming recognition of the merits of performance measurement in the public sector, just over half (53 percent) of all governments are believed to have developed some form of performance measurement system. More discouraging, only 23 percent of these jurisdictions actually use performance measures for strategic planning, resource allocation, or program monitoring. Knowing this, the authors set out to determine what factors influence the utilization of performance measurement, which they divide into a two-step process of adoption and implementation.
