Three days after the Allegheny County Council voted 15-0 to set aside the 2002 property tax reassessment and reuse the 2001 values, a judge ruled that the Council overstepped its authority and ordered it to use the 2002 values. The judge also paved the way for the county to abandon annual reassessments in favor of a triennial assessment process in which all properties would be reassessed once every three years.
