Representative Bradley Sherman, D-Calif., has introduced House Resolution 3891, which would amend the Fair Debt Collection Practices Act. It would provide for grace periods when debt payments are mailed during national emergencies.
Under the bill, when a national emergency has been declared, and any disruption of the mail has occurred as a consequence, the secretary of the Treasury will have the authority to designate a grace period for the specified region experiencing the mail disruption.
The grace period would apply to debt payments mailed to or from the specified region and would consist of the entire period of mail disruption, plus some additional period after the end of the disruption.
