Introduction
There have been three stages to the internationalization of credit insurance. In the first stage, credit insurers were specialized, focusing almost exclusively on domestic policyholders. There was generally one domestic and one (often state-owned) export credit insurer in each country. A characteristic of credit insurance is that the risk is not the insured (the seller) but the insured's customer (the buyer). Hence, the local credit insurers mainly monitored the domestic risks and exchanged information with the other foreign credit insurers when insuring exports.
