ITEM: In an article subheaded "Is America too powerful for its own good?" London's Observer for February 10th reported that President Bush had announced "an increase in US military spending of 15 percent, the biggest in 20 years, more than double the military spending in all of the European Union."
CORRECTION: There's a whole lot of exaggerating about defense spending. To be sure, the military has been allocated more in the proposed budget, which is appropriate after the lean Clinton years. Yet, much of that is consumed with housekeeping items such as a pay raise and health-care bills. As for actual weapons systems, over the 2002-2003 period, procurement spending rises only 5.5 percent annually, with procurement expenditures actually decreasing in 2002.
