ITEM: During the last three decades, editorialized the February 15th Denver Post, "special interests" have found "new ways to manipulate the system and block further, needed reforms" in political campaigns. "That changed ... when the U.S. House approved the Shays-Meehan measure 240-189 -- a victory for openness and transparency in federal campaigns."

CORRECTION: The House passage of campaign finance legislation was a peculiar victory for openness -- for it slyly increases the role of the federal government, incumbents, and large media organs. A major loser, however, is freedom of speech.

It's already difficult to defeat incumbents. Reelection rates for representatives and senators regularly top 90 percent. Under this legislation, they would be even more secure. Members of Congress can "lie through their teeth on television right on up to, and including, Election Day," says Dr. Thomas Sowell of the Hoover Institution.
