Tucked inside a foreign operations funding bill passed by Congress in December is a $34 million sum earmarked for the United Nations Population Fund (UNPF). The bill was signed into law by President Bush, but the funds have not been released to UNPF yet. Rep. Christopher Smith (R-N.J.) is trying to permanently stop release of the funds.
