Tucked inside a foreign operations funding bill passed by Congress in December is a $34 million sum earmarked for the United Nations Population Fund (UNPF). The bill was signed into law by President Bush, but the funds have not been released to UNPF yet. Rep. Christopher Smith (R-N.J.) is trying to permanently stop release of the funds. In a letter to President Bush, he asked the president to use his authority under the law to deny all funding to UNPF, since the organization condones the forced abortion and involuntary sterilization programs of Communist China's brutal one-child policy.
