CANBERRA, Jan 1 Asia Pulse - New research has found that rises in electricity prices will see householders and small businesses footing the bill in Victoria and NSW while four of the biggest users will get of scot free.
A study by the Australia Institute showed four aluminium smelters would not have electricity prices increased in the deregulated environment because they had been quarantined from the effects of national competition policy.
The smelters account for more than 16 per cent of total electricity use, Institute executive director Clive Hamilton said today.
He said other customers, such as households, would be forced to make up the cost difference.
"The smelters have been granted immunity from price rises," he said.
"If big business paid its way, government subsidies like the $A118 million ($US60.0 million) committed recently by the Bracks government in Victoria to keep charges down in rural and outer suburban areas would not be necessary.
"National competition policy is being applied unfairly and unequally."
