Taxing and regulation are lighter in the U.S. than in many other nations, from which we reap clear benefits.

In countries where taxes and regulatory burdens are odious, economic activity slips underground and into the shadows. Sales are not reported. Transactions are made in cash to avoid taxation. Employees are paid on the sly to avoid social security withholding.

Economist Friedrich Schneider of Austria's Johannes Kepler University, an international authority on underground economies, finds that they vary widely in size, depending on national policies and cultural practice. In corrupt Third World regimes like Zimbabwe, the majority of economic activity takes place off the books.
