Every day, terrorist cells around the world plot to come up with a successor to the September 11 murders. On the other side, American law enforcement is working to block them. One of their main tools is the USA Patriot Act, passed by Congress shortly after 9/11.
Despite the disruption of numerous terror cells with its help, there remains a group of civil libertarians who see the Patriot Act, and the Justice Department of John Ashcroft generally, as a conspiracy to rob them of their freedoms. In an August visit to the American Enterprise Institute the attorney general answered these critics. [For a free tape of his talk, see our ad on page 1.] The attack sites, he began, are not just memorials to the dead but "a warning" to the living, "a reminder that the first responsibility of government is to ... preserve the lives and liberty of the people."
