It seems surreal that controversy raged this summer over the fact that the Child Tax Credit rebate was limited to those who actually pay income taxes--just as it is limited to those who actually have children.
One of the main casualties of the welfare state mentality is the English language. Proponents of utopian entitlements have had to invent a new language to support their agenda. Distinctions between tax cuts and welfare payments have evaporated. Payments are now "owed" to all people. Holding a program at the current funding level has become a "cut." Indeed, budget increases smaller than those desired by a particular constituency are also "cuts." It's part Alice in Wonderland and part "Twilight Zone."
The dictionary definition of "rebate" is simple: "a return of part of a payment." One gets a rebate on a fee only if one actually paid the fee. Ever notice that the manufacturer wants to see a copy of the receipt as a proof of purchase?
