TELECOMS regulator ComReg is to issue a consultation paper on a national roaming agreement in the coming weeks.
If introduced, it could result in Meteor piggy-backing on the networks of Vodafone Ireland and O2 Ireland in areas of the country badly served by Meteor.
Meteor has been lobbying both ComReg and the Department of Communications recentlyfor the introduction of the agreement.
Both of the other operators have said they will fight such a decision because Meteor has not yet presented a commercially viable option to them.
As Ireland's third mobile phone company, Meteor has just 4pc market share and lacks coverage in areas like Donegal and Kerry.
